ϳԹSigns Strategic MOU with Hainan University to Deepen Academic Collaboration

ϳԹhas taken a significant step toward strengthening its international partnerships by signing a Memorandum of Understanding (MoU) with Hainan University, China on Wednesday, April 22, 2026.

This follows a visit by a six-member high-level delegation from Hainan University, China, led by the Vice-President, Gao Diangong, to explore collaboration with GCTU, aimed at fostering collaboration in academic exchange, research and technological innovation focused on ICT, Cybersecurity and AI.

Welcoming the delegation, the Acting Vice-Chancellor of GCTU, Prof. Ebenezer Malcalm, highlighted the University’s mandate as a technology-driven institution focused on advancing Information and Communication Technology (ICT) education. He noted that ϳԹoffers programmes in Computer Science, Cybersecurity, Data Science, Telecommunications Engineering, Computer Engineering and Electrical and Electronic Engineering.

Prof. Malcalm emphasized the University’s commitment to international collaboration, citing existing partnerships with global institutions, including Jiangsu University in China, which had facilitated scholarship opportunities for faculty development and positioned the University as a leader in Transnational Education. He emphasized GCTU’s lengthy experience and collaborations involving institutions in the United Kingdom, France, Germany and beyond.

The Chairman of the ϳԹGoverning Council, Ing. Divine Kpetigo, expressed optimism about the partnership, underscoring the importance of academic exchange and scholarship opportunities. He noted that such collaborations would enable both institutions to share expertise and build capacity in critical areas of development.

The Vice-President of Hainan University described their institution as a key national university located in China’s Hainan Province, a strategic hub designated as a Free Trade Port driven by digital technology. He explained that Hainan University has a strong focus on cutting-edge fields such as artificial intelligence, cybersecurity, data science and space information technology.

With a student population exceeding 46,000 and over 3,000 faculty members, Hainan University is also spearheading the League of Tropical Universities – an international platform designed to promote collaboration among institutions in tropical regions. The initiative provides access to shared resources, including digital learning platforms, AI training, big data systems and joint research opportunities.

The delegation extended a formal invitation to ϳԹto participate in the upcoming League of Tropical Universities conference in Hainan, highlighting the potential for broader global engagement and knowledge exchange.

Both institutions acknowledged the alignment of their strategic priorities, particularly in ICT and emerging technologies. Prof. Malcalm described the partnership as a “golden opportunity,” expressing confidence that it would evolve into a mutually beneficial relationship with tangible outcomes in the coming years.
